This comic is probably just wishful thinking that makers of awful license games will get some sort of punishment for their products. I doubt they set out to make a shitty game, it just seems weird that even mediocre license games are rare. It's like they're not even trying anymore. Of course, even the worst modern license game would be gold compared to the horrid shit they pumped out in the old school days. Not even mentioning the infamous E.T debacle, ever played Back to The Future for the NES? Of course, the only game lower on the ladder than shitty license games would be commercial games, like the Noid games.
