Just based on the article I have my doubts whether the system will be able to do much... since it would be flooded day after day with regular and "tourist" information and rarely a baddie, it would either have to be so broad in the behavior it watches that it constantly throws false positives, or the opposite and then what's the point?
That said, as long as it's recording in places where I have no reasonable expectation of privacy (like a public street), I say go to town. Police officers on patrol are trained to look for suspicious behavior and intervene when they think something criminal may be imminent. This would just be a computerization of the beat cop, with a wider view and information based on statistical data rather than a cop's hunch.
However, I would draw the line at some analysis of my behaviors leading to the "conclusion" that I'm up to something. I don't have the confidence in their computerized "pre-cog" to let them start going after "future crimes," Minority Report-style.
