Well a sorta of a solution has been found for votemap for the many players out there that do not have the restrict servers thing turned off...

You can votemap from the console and it will still work. You just type votemap from the console to get a numbered list of maps. You then votemap 1, votemap 2, votemap 3 etc depending on whatever map you want.

From my experimentation the restrict servers thing is keeping the esc stye menus from appearing. If you votemap you will notice them flash on and flash right back off again.

I think that is why the AMX style menus still work. It is because the server draws em right to the screen and is not waiting for any input from the client.

 Not perfect I know but it works..
