Yea i finally figured i should look at the net_graph so i did and for some reason, my fps like redlines at 60 fps and wont go any higher. and its like super fast going between 59 and 60 fps.... no choke or losss... back before the reinstall of windows and my motherboard i was getting well into the hundreds fps. esp on 2 fort. so i am wondering, whats limiting my fps to 60? any ideas?

You've got Vsync enabled to match the refresh rate of your monitor.

I always managed to kill you guys running on 10 - 20 fps all day long. Fucking sick of being too goddamn poor to fucking upgrade.
