use ms paint to resize your picture to the appropriate pixel dimensions

You need VTFEdit and also image has to be 256x256.

Bad Horsie The spray can be 32 X 32 , 64 X 64 , 128 X128 , or 256 X 256 EDIT : I just use Paint to resize Jpegs.
