Have you considered lowering the player counts as an alternative to closing servers or in addition to closing servers? The arena server, for instance, really doesn't need to be above 22 players. I would guess that lowering all nine servers to 24 players would decrease bandwidth usage by 25%. I doubt it would work like that in terms of bandwidth decreasing, though. For the map rotation servers, 24 players might be better than 32 to prevent the inevitable turtle-fest on most maps, as well.
