I need help on acquiring the steam id but from the steam window instead of just ingame. I know I've done it once but I can't remember how to do it. Help please.

ummm, whats the steam window?
The only way I know of getting IDs is to go onto the server and type "status" on the console. That will bring up all IDs next to the names of the players. I hope that is what you are looking for, because I have no idea what you meantwith a steam window... sry.
