I just got into video editing thanks to my new capture device, but I've been using Windows Movie Maker, one of the default programs that comes with a PC. Basically, import your video if it's .avi or .wmv, because .mpg/.mpeg doesn't work, nd then drop the clips into the timeline. Next, play the clip up to said commercial, split the fream, and wait for the end. Split it at the end, then delete said commercial. You dont' actually have to watch, you can use the seek bar to click arounf the film/show. Being new to this as well, this is an easy beginner program. Hope that helps.
