re: PCI slot coolers - I've gone through about 3 of them in the past 2 years. They are cheap so it's no big deal, but I've tried a variety of brands and they have all burned out really quickly. They also get clogged up with dirt easier than any other fan system I've seen (probably why they die quick). They do help a lot though and are generally pretty quiet.
