As far as I understand it is allowable for one person to play in both universes. You just cannot have 2 accounts in the same universe. This would allow anyone interested to continue playing in 27 and also have a chance to break out into the new universe where everyone will be starting out equal.
You have to sign up a second time for the new universe but I beleive you can use the same userid again. Once Known as Grumpy... Oh hell lets face it... I have and will always be Grumpy

yeah, a new Uni opens up every month it seems, despite ogame numbers falling overall... more ads for people to click i guess. i'm not bothered about 28, even though we are being hammered of late it seems in 27. I'll only enroll in 28 if the whole allianace wishes to switch over to it, have a fresh start now you know things i guess... but i don't really see a point to it now we are settled in 27, we still have a lot to learn anyway, so most likely we would just end up being hammered from the word go again lol... yeah, i'm a cranky 'oul fucker. deal with it.

I will probably join 28 just to play around with different ways to start up a empire.. I was not wholly satisfied by the way i started here. My main effort will still be here in 27 though.. I have a few debts to repay before I am done 
I guess from what i read in the boards though... play will fall way off in this universe now.. Means more inactives

meh..... if ye really want to start afresh, i would still wait a little, join maybe 29 or 30. We still have to get to grips with fleetsaving, fleet ratios defense ratios, and most importantly ACS. Learn as much as you can, try all you can think of in 27, and then maybe move over to 29 or 30 when we have a lot more experience. yeah, i'm a cranky 'oul fucker. deal with it.
