You wouldn't call a bike with no handlebars a unicycle, a unicycle is not a "bi"ke. And he's not talking about riding with no hands on the handlebars, because for one, Vast Aire already did that shit (Look mom...no hands(look it up)). I think he means what he says literally, that he's riding a bicycle with no handlebars. It's possible, too, I've seen some weird shit get ripped off of people's bikes.
