At the time there were a bunch of people on the rebel Cylon ship, so in theory that means it has to be one of them. Baltar or the Prez, but I really doubt the Prez and Baltar has the 5th cylon would be too dumb. Maybe there is no 5th cylon and the 5th cylone is EVERYONE.
