You have excessive words in the title. A more efficient title is "Bush -- Funny!" Actually, this is great. I've never heard Bush talk like this before...

I wanted the title to be as mysterious and undecypherable as possible. Kind of like the briefing Bush was given prior to the 911 attack that left him totally clueless about who/how/when/where/why the attack happened. I think the report was entitled "Osama Bin Laden determined to attack inside the United States". Clearly it was just as confusing as my title. But thank you for the suggestion
